Meadows and pastures form an indelible part of the cultural landscape, especially in alpine and sub-alpine areas. Heritage conservation chiefly utilises the institute of landscape heritage zones for the conservation of valuable areas of the cultural landscape. However, the area of these heritage landscape zones must have significant cultural value. In the case of the meadow landscape, heritage conservation has no tools that could affect the method of landscape managemen and therefore the methods and frequency of care of meadow areas. Obtaining any international protection for specific meadow management in the Krkonoše Mountain region would have to be defended during an international expert proceeding and in comparison with similar landscapes, while also proving the functional application of national regulations. In the broader context created by the European Landscape Convention, it therefore appears expedient to utilise existing legal tools of the agricultural soil fund and the Act on Conservation of Nature and the Landscape for conservation. The amendment to this Act from 2017, which expands the options for decisions by the KRNAP Administration regarding changes to land use outside the developed municipal areas and expressly whether pastures can be ploughed, contributes to the maintenance of the Krkonoše Mountains National Park.
